The file contains correspondence of Wilhelm Kube, then the governor (Generalkommissar) of Belorussia under Nazi rule, with various other Nazi representatives, among them Hinrich Lohse, regarding the treatment of Jewish people who were deported from Germany to Belorussia. In his letters written between December 1941 and July 1942 to the civilian occupation regime (Reichskommissar für das Ostland) established by Nazi Germany, Kube urges the authorities to inhibit the mass execution of Jewish people required for forced labor in factories which were vital for the German War Efforts. Furthermore, he asks to treat Jewish people from a German cultural background differently than Jewish people deported from Eastern Europe. In a later letter, Kube describes mass executions of Jewish people that were carried out under his command, and he asks to stop the deportations to his area in order to free capacities of SS and SD units for the fight against local partisan groups.
