Riga City Gebietscommissar was the civil administration institution for Riga and was subordinate to the Genralkommissar in Riga. The chief mayor of Riga Wittrock was appointed as Gebietskommissar of Riga.
The records were received at the archives as captured materials. The inventory was compiled at the archives according to subjects and chronology in 1954. The documents have survived only partially and offer only fragmentary insight into activities of the institution.
