The file contains a confirmation letter of Philipp P. Stepanoff regarding the handwritten document of the 'Protocols of the Wise man of Zion'. He explains in his statement where he got the document from and how he duplicated and distributed it. As he argues, that was in the year of 1897. S.A. Nilus published the whole 'Protocols' in his book and added some explanations. Further informations regarding Philipp Petrowotsch Stepanoff, a procurator, are given. Wladimir Galazzin, chairman of the administration of the colony, confirmed the signature of Stepanoff. He is married to Stepanoffs daughter and explained further what he knew about his father in law.
