The fonds has various creators. The main creator is the Office of the Reichsprotector in Bohemia and Moravia, respectively the Office of the State Secretary. This part of the fonds was arranged soon after the end of war, however some files (mostly with security content) were secured by the State Security (StB) and later used for prosecution of collaborators, traitors or representatives of protectorate administrative. These files were partly given back to the State Central Archives (=National Archives) in the sixties. Later in 1957, records (1938-1944) from the Slovak General Consulate in Prague were incorporated in the fonds of State Secretary. Other creator of this fonds was also the Ministry of Interior. In 1957 files from the postwar prosecution of K. H. Frank were added in the fonds. Last acquisition of the fonds were four photo albums of K. H. Frank which were given into the State Central Archive in 1973. A part of files were incorporated into the fonds the Office of the Reichsprotector in Bohemia and Moravia, so according to the last audit report the fonds od State Secretary consists from 2793 books/files and 4 photo albums which are arranged in 184 boxes. 
The Office of the State Secretary was a part of the Office of the Reichsprotector in Bohemia and Moravia. The State Secretary was till 1942 deputy of the Reichsprotector in the office and later in 1943 (after the reorganization of the Office of the Reichsprotector) it became the most powerful authority in the Protectorate Czech and Moravia, known as German State Minister. The State Secretary - Karl Herman Frank - was also in the position of Senior commander of SS and police, so under his competences also fell offices of the commander of Ordnungspolizei (Riot police), commander of Sicherheitspolizei (Security police) and commander of Sicherheitsdienst (Security service).

The documents in the fonds can be divided into several main thematic groups. There are files related to: 1) the protectoral state administrative, 2) matters of SS and wehrmacht (call-up papers of soldiers), 3) activities of Czechoslovak home and foreign resistance, 4) reports from the investigation of the Assassination of Reinhard Heydrich and worshipping his memory, 5) documents from Reich labor service (Reichsarbeitsdienst, RAD), 6) matters of Protectorate press censorship, 7) personal and family matters of K. H. Frank. There are also Jewish related documents - mostly concerning Aryanization of Jewish property.
