The Presidium was set up to provide the Ministerial Council (government) with office service and to serve as the executive body of the prime minister. It was effective for all the preparatory and auxiliary work to be entrusted to a body directly under the Prime Minister. The Presidium was to ensure the uniformity of the government decision-making and the uniformity of legislative and administrative activities of individual ministries. It submitted to the Government for discussion both the outline of laws and Government regulations submitted by individual ministers, as well as international treaties; after their approval, it submitted them to the National Assembly. It was the mediator between the Government and other constitutional bodies. During the Protectorate reorganization of the central offices in 1942, the Presidium was abolished and replaced by the Secretariat of the Prime Minister.
