District Councils of People's Delegates were bodies of Soviet state authority on the level of the district (raion), governing the state, economic and socio-cultural activities on their territory. The Executive Committees of District Councils of People's Delegates were executive and regulatory bodies, were elected from the delegates and consisted of chairman, deputy, secretary and members of the Executive Committee.
