"An Approach to the Preparation ." was written ca. July 1945 by Col. Telford Taylor of the General Staff Corps. A copy of the memo was donated to the United States Holocaust Memorial Museum by William Mandel ca. June 1987. The original memo is found in the Murry C. Bernay Collection at the Library of the University of Wyoming.
