From December 1941, he co-operated with the SD in the town of Evpatoria, at the request of the head of the SD he wrote a statement saying that the Karaites originated from Jews. From June 1942 to April 1943, he was the deputy mayor of Sevastopol.
He took part in organising the municipal government, sought and allocated the housing stock for the German army, and collected salvage for the Germans.
Дело по обвинению БЕЛЕЦКИЙ Виктор Викторович –
с декабря 1941 г. сотрудничал с «СД» в городе Евпатория, по требованию начальника «СД» написал справку о происхождении караимов от евреев. С июня 1942 г. по апрель 1943 г. заместитель городского главы г. Севастополь.
Участвовал в организации аппарата городской управы, изыскивал и учитывал жилой фонд для немецкой армии, проводил сбор имущества для немцев.
