rico:history "С вхождением в силу акта объединения Бессарабии с Румынией 1918 г. были введены изменения в территориально-административном делении пространства между реками Прут и Днестр. Вся территория Бессарабии была разделена на уезды, которые делились на несколько районов (плас). Низовой административно-территориальной единицей была коммуна. В нее входили один или несколько населенных пунктов. Во главе каждого уезда были поставлены префекты. Уездные префектуры осуществляли управление политической, административной и хозяйственной жизнью уезда. При них, кроме отделов и служб, действовали уездные советы, куда входили пять комиссий: контрольная и административно-финансовая, экономическая, культов и просвещения, санитарная, общественных работ (строительная). Администрацию пласы возглавлял субпрефект со своим штатом чиновников – субпрефектурой. В 1925 году должность субпрефекта была отменена и введена должность претора. Управление пласой стало называться претурой. Структурных подразделений претура не имела, она не пользовалась и правом юридического лица. Все перечисленные органы прекратили свое существование в Бессарабии в 1940 г., но были возвращены в 1941-44 гг. В 1941-44 гг. в состав Румынии также вошла территория между реками Буг и Днестр. Территория левобережья Днестра делилась на 3 округах: Дубэсарь, Рыбница и Тирасполь. The territory of Bessarabia was divided into counties, which were divided into several districts. The lower administrative unit was a commune, which united several localities. At the head of each district, there were the prefects. District prefectures managed political, administrative, and economic life of the district. The prefectures had several district councils (apart from various departments) which consisted of five committees: a control and administrative committee, a financial committee, an economic committee, a committee of cults and education, a committee of sanitation, a committee of public works (of construction). Administration of the subordinated preturas was headed by a sub-prefect with its own staff of officials - a sub-prefecture. In 1925, the post of sub-prefect was abolished and the post of praetor was introduced. Management of the subordinated preturas has become known as a pretura. The Pretura did not have any structural subdivisions, nor did it use the right of a legal entity. All of these bodies ceased to exist in Bessarabia in 1940, but were returned in 1941-44. In 1941-44 Romania also included territory between the rivers Bug and Dniester.
