On a trip to Rome he became friends with the leader of the Deutscher Akademischer Austauschdienst (German Academic Exchange Service) branch there, [Theodor] Blahut, and with the famous Italian Professor of Law of Nations [Carlo] Costa Magna [Costamagna], who has won Mussolini's favor. [Theodor] Blahut is a catholic and representative of the Catholic Church. Schmitt plans to establish a new Institute of Law of Nations in Rome together with [Carlo] Costa Magna [Costamagna]. To foster this establishment, he wants to visit Mussolini in Rome, supported by his friends [Theodor] Blahut and [Carlo] Costa Magna [Costamagna]. Schmitt's sneaky plan is an attempt to gain influence within a new field after having been eliminated from the domestic national-socialist sphere of law.
