The account describes the efforts by Dollfuss to appease the pressure of Hitler to have Nazi ministers in his government, after the banning of the party in Austria. Secret negotiations with Theodor Habicht should ensure that. However, the leaders of Heimwehr discovered the plan and forced Dollfuss to cancel the negotiations.
