According to the documents, Hitler promised in 1936 that Germany would be totally independent from foreign fuel by the following eighteen months. By 1939, his promise was still not fulfilled. A report in the files states that Germany may be able to produce 3 to 3.5 million tons of fuel but will still need to cover 4.5 to 5 million tons of fuel with imports.
