General Lucius Dubignon Clay was an American officer and military governor of the United States Army known for his administration of Germany immediately after World War II. He is mostly remembered for planning and organising the 1948-1949 Berlin airlift, after Soviet outhoroties blockaded land and water routes connecting the Western sector of the divided city with the Western sector of Germany, in an attempt to force out the Western allies. This was an act of defiance against the Soviets, a defining moment of the Cold War, and a demonstration of American support for the citizens of Berlin. He also influenced the United States to the formal transition in American occupation policy of Germany from the Morgenthau Plan of economic dismantlement to one of economic reconstruction-- (Wikipedia and dossier)
