Dispatch received via Odessa and Tuapse, reporting the preparatins for war with Germany. Soviet officers have been briefed on the German military, and report the invention of improved armor-piercing bullets. Reported also is the reception of airplane engines that were transferred to Sevastopol. The report asserts also that the authorities are doing everything possible to reconcile the population with the regime, for which purpose they take extreme steps and induce fear. Shortages in basic proisions, canned goods and sugar are reported.
