Discussion about a draft for a new Decree about the Restriction of Residency inside the General Government with statements of different departments. The decree was to replace the Third Decree about Restriction of Residency. The intention was to totally cancel the mobility of the Jews. The draft determines death penalty for leaving designated Jewish Quaters and punishment for parents whos children leave the designated Jewish Quaters. The Department of Health demands death penalty as norm for the parents because children bring diseases. The file contains many statements and requests for amendments. Among it a request for an ammendment of the draft of the commander of the security police about responsebility. He wanted the security police to be authorized as well to issue orders about the restriction of residency. It becomes clear from the documents, although not literally expressed, that the decree is about administrating the mass deportations. On the 9th of May the discussion that started in January is concluded. The department of police matters gives a detailed explaination with the ammended draft. Jews are not allowed anymore to be outside the Ghetto. It was never implemented. A meeting at the commander of the security police in September states that deoportations are rsponsebility of the security police.
