Four documents that are about the relation between civil administration and SS/Police in the General Gouvernement. First document is a note from 5.3.42 for the file of the Reichsfuhrer SS H. Himmler about a meeting with Reichsminister Lammers, Bormann and General Gouverner Frank. It states that the meeting is to clear issues without bothering the Fuhrer about them. It reveals pressure that is put on Frank. Frank is confronted with claims of corruption. Then the question of SS and police in the General Gouvernment is discussed. Frank agrees to create the political post Sectretary of the State for the Higher SS and Police Leader Krueger. As Secretary of the State Krueger is supposed to be responsible for SS and police matters and for strenghening the German folklore. The second document from 7.3.42 is a letter from Lammers to Himmler, refering to the meeting and stating that it is important that the Fuehrer issues a decree about the position of Krueger and not Frank. Third document is a note record of a meeting between Himmler, Krueger and Frank, signed by Himmler in Cracow 14.3.42. It states among others that the Higher SS and police leader enters the government as Secretary of the State. He is subordinated only to the General Gouvernor. By decree of Hitler he can receive orders from the Reichsfuhrer SS. The agreement further states the subordination of regional and local police leaders to the head of the regional and local authority. The file further contains pages of the service log of Frank. In a meeting on 14.3.42 with Boepple, Wolsegger and Siebert, Frank concludes the meeting with Himmler and Krueger. In another meeting of Frank on the same day with Pelz and Stahl, Frank reports about the meeting with Himmler. In a speech Frank refers to a corruption case and the meeting with Himmler and the conclusions of the meeting. He states that he's a"fanati" of the unity of government.
