Official for special assignments of the 4 Class, Deistvitel' nyi Statskii Sovetnik (rank in Russia before 1917) Petr Ivanovich Rachkovskii" Pyotr Ivanovich Rachkovsky (Russian: Пётр Иванович Рачковский; 1853–1910) was chief of Okhrana, the secret service in Imperial Russia. He was based in Paris from 1885 to 1902. Many authors maintain that it was Rachkovsky's agent in Paris, Matvei Golovinski, who in the early 1900s authored the first edition of the Protocols of the Wise man of Zion. The text presented the impending Russian Revolution of 1905 as a part of a powerful global Jewish conspiracy and fomented Antisemitism to deflect public attention from Russia's growing social problems. The first translation of an original page is a special police card (#2739), which was filled on the 13.08.1879. This card presents private information about him, like religion, occupation of his parents and his source of income. Also notes on his biography can be seen. Furthermore translated telegrams and articles are attached.
