He explains in his statement where he got the document from and how he duplicated and distributed it. As he argues, that was in the year of 1897. S.A. Nilus published the whole 'Protocols' in his book and added some explanations. Further informations regarding Philipp Petrowotsch Stepanoff, a procurator, are given.
