The initial reports are reports (Referat) from the Director of the IVA1 (Gestapo-struggle against the Communists) in the Reichssicherheitshauptamt (RSHA-Reich Security Headquarters) that were distributed among officials in the RSHA, with Himmler foremost among them; beginning with Report No. 4, the reports received the SIPO and SD Headquarters heading, with the acronym IVA1 below the title;
The reports included three sections:
First Section - Political events,
Second Section (this section not included in the initial reports) - Reports of the Einsatzgruppen,
Third Section - Military events (focusing on the territories inside the Soviet Union);
First Section - divided by country, reporting primarily regarding the activities that took place against the regime (Communists, Communist propaganda and underground organizations) and against the opponents of the regime;

הדוחות כללו שלושה חלקים: חלק ראשון- אירועים פוליטיים, חלק שני (לא נכלל בדוחות הראשונים)- דיווחים של עוצבות המבצע (Einsatzgruppen), חלק שלישי- אירועים צבאיים (תוך התמקדות בשטחי ברית המועצות);
החלק הראשון חולק לפי ארצות ובו נמסר מידע בעיקר בנוגע לפעילות שהתקיימה נגד המשטר (קומוניסטים, תעמולה קומוניסטית וארגוני מחתרת) ונגד מתנגדי המשטר;
החלק השני התבסס על דיווחים של ה-Einsatzgruppen וה-Einsatzkommandos הכפופים להם בהם נמסר מידע בנוגע למיקומם ותנועותיהם, אירועים חשובים במקומות בהם פעלו, מידע על אודות האוכלוסיה המקומית (יחסה לגרמנים ומצבה הכלכלי) ופעילות היחידות עצמן ובכלל זה מעשי הרצח.
