Announcements to the population issued by Rumkowski in the Lodz Ghetto: Announcement Number 123, dated 20 September 1940, regarding the preparation of an expanded program of relief aid in the ghetto The relief aid program will affect 100,000 ghetto residents and encompass the following areas: a. Monthly support based on age and income criteria; b. Exemption of welfare recipients from rent payment; c. Opening of public kitchens and operation of house committee kitchens at a low cost; d. Obligation of welfare recipients to present themselves for work according to the demands of the community. Rumkowski details the program's cost, the ghetto's economic situation and his future plans. Rumkowski's credo: 1. Bread for the hungry; 2. Work for the workers; 3. Concern for the sick; 4. Concern for the children; 5. Quiet in the ghetto. Warning to provocateurs and opponents to Rumkowski's programs that they will be severely punished.
