Franklin D. Roosevelt proposed this international conference in the wake of Germany's annexation of Austria in March 1938, which substantially exacerbated the refugee problem. Delegates from 32 countries gathered from 6 to 15 July 1938. As the sessions proceeded, delegate after delegate excused his country from accepting additional refugees. The Evian Conference failed in its primary objective “ to find safe haven for the Jews of Nazi Germany.
