Archive was established in 1946, as the Pskov Oblast Communist Party branch archive. In 1991-1992 is served as the main archival site of the Pskov Oblast archival authorities. In the years 1992-2000 it was functioning as"Pskov Oblast center of archival documents of the Communist party and social movement" . From 2000 till 2016 it was operating under the name State Archive of Contemporary History of Pskov Oblast. In 2016 the archive was included into the State Archive of the Pskov oblast under its current name. 

Archive contains documents from the history of Communist Party and Komsomol of the Pskov region from the years 1918-1991. From the period 1918-1940, most valuable historical documents of the archive are: documents of Pskov Gubernial Communist Party Committee, local and provincial party committees, including documents on Civil War in Russia in the years 1918-1919, collectivization, industrialization and Soviet culture in 1920s and 1930s. Postwar documents held in the archive contain detailed accounts on human losses, industrial and agricultural damages during the German occupation. It is important to note that documents on underground party and partisan activities during the World War II from the Pskov Oblast are held in the State Archives in Tver and St. Petersburg. Archive contains 1372 separate record groups of basic party organizations from all the region. Its separate group of documents refers to personalities of local party activists, from the period between 1926 and 1973. From 1992 Archive is collecting documents of all the political parties, social movements and organizations from the region. As for 01.01.2013 Archive contained 1814 record groups.  

Archive contains documents concerning the history of Communist Party and Komsomol of the Pskov region from the years 1918-1991.
