The exact date of establishment of the archive in Panevėžys has not been determined. It is only known that in 1941 in April - May, he already started collecting documents. June 22, 1941, after the start of the war, the archived documents were evacuated to Rokiškis and, as there were no possibilities to take them out further, they were left unattended. Nothing is known about the further fate of these documents. The state archive of Panevėžys county resumed its activities in August 1944. After the war, the surviving documents of institutions, companies and organizations began to be collected again. In 1950, after the abolition of counties and the creation of districts, the State Archive of Panevėžys County was transformed into the State Archive of Panevėžys District. In 1955, after the archive's subordination was changed, it became the state archive of the city of Panevėžys. In 1964, instead of the liquidated state archives of the city of Panevėžys, Biržai, Kupiškis, Pasvalis and Rokiškis, the Panevėžys branch of the Central State Archive of the Lithuanian SSR was established and it was entrusted with the functions of the regional archive. After the restoration of Lithuania's independence and on July 25, 1990, by changing the names of the institutions of the archive system, the former LCVA branch in Panevėžys became the State Archive of Panevėžys. May 28, 1993, it is named Panevėžys District Archive. After the formation of counties, on 1997 March 7, it is given the name of Panevėžys county archive. In 2017, during the reorganization of the entire archive system, by connecting the Panevėžys county archive to the Šiauliai county archive, the name Šiauliai regional state archive was given, and the Panevėžys county archive received the legal status of a branch.  
Analog and digital copies of documents are made on the order of readers, upon payment for their production according to the established procedure. Upon request, it is allowed to photograph documents with personal photographic equipment.

The document files preserved in the Panevėžys County Archives occupy 3,555 linear meters of shelving space and comprise 2 sets of documents: Fonds relating to the Soviet occupation periods (1940–1941 and 1944–1990): documents of the local governments, justice, planning, statistics, finance, construction, transport, trade, education, culture, health care institutions, industrial enterprises, collective farms, state farms, public organizations, and other institutions; Fonds relating to the period of independence (since 1990): documents of the state institutions and local governments, other organizations and institutions, industrial enterprises, as well as non-governmental institutions, and private legal entities that were and still are functioning on the territory of Panevėžys County. Related to Holocaust are records of various county agencies (State Notary, County Executive Council, People's Court, etc.) related to the restitution and inheritance of the individual and communal Jewish property located in the Panevėžys County, Lithuania after World War II. 
Preserves documents of regional state, municipal and non-state institutions, enterprises, and individuals of the Panevėžys, Biržai, Kupiškis, Pasvalys, and Rokiškis districts from 1945 until the present day. Archives are also involved in the supervision of records management of local public institutions. 
The reading room serves only registered readers who have submitted written requests to the reading room employee directly, by mail, or by other electronic means.
