The plenary assembly, the primary organ, convenes regularly, with the chairman representing the conference externally and sharing the outcomes publicly. Members' participation is obligatory, but they can be excused for illness or higher authorities' obligations. The conference discusses various matters, and the statute governs decision-making procedures and promulgation through its official gazette.
