Steen Christian Fischer was born on 18 September 1920 in Copenhagen, Denmark to Christian Fischer (b. 1870) and Katrine (Antonette Frederikke, b. 1887) Siegfredsen Fischer. He had one sister: Inger Margrethe Fischer (b. 1919). He grew up in a Christian household. He was conscripted into the Royal Danish Navy shortly before the German in invasion of Denmark in April 1940. He was discharged in December 1940 and was then active in the Dutch Resistance, assisting with illegal publications and helping Danish Jews flee to Sweden. He was arrested by the Gestapo in July 1944 and deported to the Neuengamme concentration camp. He became sick with jaundice around March 1945 and was rescued by the Red Cross in April 1945 along with several other Danish and Norwegian prisoners. After the war he immigrated to the United States.
