Henry Cohen was born in 1922 to Jewish immigrants living in New York City. Henry received a Master's degree in city planning from Massachusetts Institute of Technology and then enlisted in the United States Army in 1944. After serving in the Army, he was appointed Director of the Föhrenwald displaced persons camp in Germany in January of 1946. Henry headed the camp until July 1946, at which point he returned to the United States to teach at the City College of New York.
