Formation of the Secretariat of GPU-KGB USSR can be traced down since 1930. The detailed structure and functions of the Secretariat were defined by the order of the Minister of State Security of the Ukrainian SSR in August 26, 1952, No. 00271"Announcement of the MGB stuf". Subsequently, the structure and functions of the unit did not changed until 1991.
