"The Gebietskommissar [area commissar] was the head of the civilian German occupation administration of the Kherson Gebietskommissariat, an administrative unit formed 15 December 1941 in the territory of southern Right-Bank Ukraine as part of Reichskommissariat Ukraine. The apparatus of the Gebietskommissar, who in turn was immediately subordinate to the general-commissar of General Area (Generalbezirk) Nikolaev, coordinated the work of five district administrations: Belozerka, Berislav, Kalinindorf (after 1943, Bol’shoi Ingulets), Snigirevka, and Kherson.
