National committees were established on the territory of Slovakia during the Second World War based on the decree of the President of the Republic no. 18/1944 of December 4, 1944. National committees have replaced the existing municipal councils in post-war Czechoslovakia. The District National Committee of Veľké Kapušany was responsible for the district administration between November 1944 (when Veľké Kapušany was liberated by the Soviet Army) and 1960 in 26 localities, including the district seat, Velľké Kapušany with a total of 19200 inhabitants. The District National Committee had a wide range of competencies: the managing of the political, economic, and social life of the city, the confiscation of the property of"Germans, Hungarians, traitors and collaborator", the appointment of national administrations, the restoration and reconstruction of the national economy, tasks in the social and health spheres, the establishment of the National Security Corps, etc. Changes in the organization and activities of national committees occurred after the issuance of Constitutional Act No. 150/1948 Coll. (Constitution of May 9). In 1960, as a result of the adoption of the new Czechoslovak constitution, organizational changes took place in the frame of the National Committees. The same year also the Veľké Kapušany District ceased to exist and the new District of Trebišov was created.
