After the abolition of the regulated municipality and the creation of the self-governing municipal office in 1850, a new six-level system of material sorting of files was introduced into the municipal registry, each group being marked with abbreviations from German terms (Oecon, Pol-Jud-Poliz, Bau, Kontr, Mil, Kirch). This method of marking was replaced in 1880 by Roman numeral numbering. In 1942 it was replaced by a decimal system, and in 1949 a new decimal system was introduced. In 1864, departments were created within the municipal office, which were managed by individual members of the municipal council. In 1890, the agenda was divided into the mayor's office, an accounting department, and individual authorities. In addition, the city also had a number of institutes and companies, each larger company having its own administration. From the 1920s, the city agenda was gradually divided into three departments, which in 1938 included: 1. Central Directorate of the Administrative and Financial Services, 2. Central Directorate of the Technical Service and 3. Central Directorate of the Financial Service. In addition, there were city companies. In 1942, Pilsen became the fifth statutory city in Bohemia and Moravia. The year of 1945, when the National Committees were established, brought about a fundamental change in the city administration.
