The first record of Hořice appeared in the 1140s in the charter of the Strahov Monastery. Jews were first mentioned to be settled in Hořice in 1524, but their influx did not come until the late sixteenth century, when a Jewish community was probably established there. Jews were mainly engaged in trade and often got into conflict with the Hořice guilds. A dispute in 1681 was resolved by Countess Marie Kateřina Strozziová who issued special instructions, where she defined the possible scope of their business activities for the Jews. As part of the Josephine reforms, the so-called regulated municipality was established in Hořice, and since 1849 an independent municipal municipality. The town was included in the political and judicial district of Hořice.
